Even though it looks like an American cartoon (drawing inspiration from shows like The Powerpuff Girls and Drawn Together), it is anime created in Japan by Studio Gainax (the same studio behind Evangelion).
Panty is a foul-mouthed, blonde fallen angel obsessed with sex. She transforms her underwear into a magical handgun (Backlace) to hunt ghosts.
